A fastener that will not come apart has failed in one of two ways, and they need different answers.

Nickel anti seize handles the highest temperatures and stainless-on-stainless galling; copper anti seize is the general-purpose workhorse for exhaust and chassis bolts. Both are conductive pastes — exactly wrong near live circuitry, where a dielectric film provides the release properties without the leakage path. Map the three to the joint's temperature, metallurgy and electrical context and the choice makes itself.
